USGI is seeking personnel for full time employment in Juba, Sudan in support of a Department of State program. USGI seeks qualified individuals to interface at the ministerial level with the Sudanese Peoples Liberation Army (SPLA), Ministry of Defense to consistently manage the transformation of the SPLA from a largely guerrilla force to a regular military operating under the MoD/SPLA affairs as the civilian authority within the Government of Southern Sudan (GOSS). Advisors will assist the MoD senior civilian management and staff at all levels in their role as advisor and mentor. The advisors will be managed by the Department of State’s Bureau of African Affairs, Office of Special Envoy to Sudan and the U.S. Consul General in Juba.
The following positions are available:
Position Title: Policy Planning Advisor
Job Description: Provide guidance and expertise on setting up a policy planning office in the Ministry of Defense/SPLA Affairs. Assist MoD staff and SPLA/M in developing detailed plans to support rationalization efforts and strategic objectives including the refinement and implementation of key policies including benefits, pensions, and developing a discharge and decommission process, and preparing troops and families for civilian life. Improve results through strengthened policy, planning and management practices at MoD/SPLA Affairs. Improve the MoDs overall operational performance, increase the coordination of field operations, policy, planning, and promote increased transparency and accountability in program and management. Collect and analyzing performance information to track progress toward planned results; using performance information and evaluations to influence decision making, policies directions, resource allocations and organizational structures; and communicating results attained, or not attained, to advance MoD organizational development.
Requirements:- Minimum of ten years of progressively responsible operations, planning and policy of which a minimum of five years with or supporting a United States Government (USG) foreign affairs agency, international assistance organization, or Non-Governmental Organization (NGO) in the field of community development, economic development, or civil society activities, focused on Africa, and at least five years of working in Africa.
- Experience as an advisor or exchange officer.
- Expert in defense policy and planning.
- Detailed knowledge of, the Sudan geography, economy, political structure, and knowledge of the Government of Sudan armed forces is a major plus.
- Arabic language capacity is desirable.
- Civilian management backgrounds preferred.
Position Title: Human Resource Advisor
Job Description: Provide guidance and expertise on human resource systems to manage the large civilian and military work force. Provide advice on staff development, covering all aspects of recruitment and rightsizing to support professionalization efforts.
Support and coordinate the HR capacity and planning efforts within the existing MoD/SPLA Affairs structure. Provide technical assistance in formulating, implementing and reviewing HR policies and standard operating procedures on recruitment, deployment and other HR areas. Facilitate HR staff training programs in line with staff development plans and needs based on specific MoD/SPLA HR strategic objectives in consultation with the MoD HR staff. Work with national HR Information System (HRIS) and support the implementation of a HR computerized system for the MoD and SPLA. Troubleshoot weaknesses in the current HR areas and work with MoD staff in providing solutions. Conduct proactive HR needs assessments and advise MoD on the appropriate strategies and approaches. Develop HR policies which are aligned with policy decisions regarding counting, retention, skills development, discharge and decommissioning, family benefits, pensions and others. Monitor and evaluate progress of various HR initiatives.

Position Title: Financial Management and Procurement Advisor
Job Description: Provide guidance and expertise on budget and resource management issues. Development financial management training and capacity of Ministry of Defense/SPLA Affairs to individual services. Provide technical support and guidance pertaining to financial management to the MoD/SPLA affairs with emphasis balancing short term expenditures with medium term sustainability. Identify and train civilian recruits on financial management and procurement staff on systems, processes and project management. Supervising and coordinating the work of the financial management and procurement specialists within the MoD. Overseeing business process reengineering, documentation, designing, solution testing and deployment activities pertaining to the implementation of a robust financial accounting system within the MoD/SPLA affairs. Providing technical support and quality assurance. In liaison with the MoD/SPLA affairs staff, recommend a comprehensive training plan on financial operations and management for users and monitor the training plan to ensure that objective and targets are achieved. Advising and assisting the MoD/SPLA affairs to define and formulate appropriate Government Defense financial management standards that are consistent with new practices and methods.
Requirements:- Minimum of ten years in positions requiring general financial management experience or training.
- Proven experience successful management of application build, testing, implementation and quality assurance activities of large-scale financial management systems in developing countries is required.
- Public sector experience in this area will be highly regarded.
- Experience working in Africa strongly preferred.

Position Title: Strategic Outreach Advisor
Job Description: As the outreach/strategic communications advisor, provide guidance and expertise for senior MoD and SPLA leaders to communicate policies, procedures and strategy as well as informthem on the peace processes. Provide advisory services to the Ministry of Defense/SPLA in collaboration with Ministry of Culture and Communications. Responsibilities include assisting the ministry in: Crafting MoD and SPLA strategic communications, implementing outreach activities (on sight visits) that publicize the MoDs activities, Organizing outreach activities to include coordinating ground and rotary transportation. Assist SPLA/M in developing detail-training outreach plans to support modernization efforts and operational objectives.
Requirements:
- Minimum of eight years in government outreach experience specifically with military related activities or organizations.
- Demonstrated expertise in institutional capacity building, organizational development, training, and public outreach strategies – related to military organization and strategy and/or good governance activities.
- Experience working in Africa strongly preferred.

Position Title: Decommissioning Advisor
Job Description: Provide guidance and expertise on decommission activities. Prepare an operational plan based on GoSS defense policies regarding decommissioning and discharge or SPLA troops. Assisting with pre-decommissioning and discharge preparations, including drafting civilian skills program. Provide technical assistance in formulating, implementing and reviewing civilian skills program. Prepare a profile of troops to be decommissioned and discharged. Develop civilian skills training program and help manage the implementation of such a program, including weapons storage management systems. Advise on HR policies which are aligned with policy decisions regarding skills development, discharge and decommissioning, pensions and others. Monitor and evaluate progress of various decommission initiatives.
